Goal 17 is about revitalizing the global partnership for sustainable development. The 2030 Agenda is global and calls for action by all countries - developed and developing - to ensure that no one is left behind. It requires partnerships between governments, the private sector and civil society.

The SDGs can only be achieved through a strong commitment to global partnership and cooperation to ensure that no one is left behind in our journey towards development.

However, not all countries start from the same starting line, and low- and middle-income countries are facing a tidal wave of debt overhang.

Developing countries are facing unprecedentedly high levels of external debt in the wake of the COVID-19 pandemic, exacerbated by challenges such as record levels of inflation, escalating interest rates, competing priorities, and limited fiscal capacity, emphasizing the urgent need for debt relief and financial assistance.

While ODA flows continue to reach record levels, the increase in 2022 is primarily due to spending on refugees in donor countries and aid to Ukraine.

To succeed, all must mobilize existing and additional resources, and developed countries must meet their ODA commitments.
