His Excellency the President of the Board of Grievances, Sheikh Dr. Khalid bin Mohammed Al Yousuf, stressed that the Board of Grievances has entered a new phase that witnessed great development steps and received great attention in this prosperous era of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud - may God bless him with success - and under the keen follow-up of HRH Crown Prince Mohammed bin Salman bin Abdulaziz - may God protect him - pointing out that the Board of Grievances is an independent administrative judicial body whose work is to effectively control the work of the administrative authority according to its statute.
This came during the scientific lecture held by the university, represented by the College of Shari`ah and Islamic Studies, today, Wednesday, 18/6/1441 A.H., in cooperation with the Board of Grievances, entitled "Administrative Judiciary in the Kingdom of Saudi Arabia, Reality and the Future", at the headquarters of Hall B in the main lobby of the University City, in the presence of His Excellency Prof. Dr. Abdulrahman bin Hamad Al-Dawood, President of Qassim University, His Excellency the President of the Court of Appeal Sheikh Abdullah Al-Muhaysen, University Vice President Dr. Mohammed Al-Saawi, University Vice President for Educational Affairs Prof. Mohammed Al-Udeib and University Vice President for Postgraduate Studies and Scientific Research Prof. Ahmed Al-Al
The open meeting with the university's students and employees began with an introductory film about the university, its academic programs, the number of its students and employees, and its academic accreditation. The UQU President then spoke about the excellence of the services provided by the university's College of Sharia, being the first college in the Islamic world to obtain academic accreditation, praising the keenness of its employees to enroll only outstanding students, stressing that these students need to meet with those in the labor market, leaders and officials in order to benefit from them and their experiences that they pass on.
After that, Dr. Khalid Abu Al-Khail, Dean of the College of Sharia, opened the lecture, stressing that this meeting comes within the framework of embodying the university's relationship with government institutions, including the Board of Grievances, and extending his thanks to His Excellency the UQU President, who does not hesitate to support the university's activities and support such initiatives, adding that just policy is part of the ruling sharia, and then gave a brief biographical presentation to the President of the Board of Grievances, who praised during his visit the role, size, area and high classification of the university, and these blessed efforts made by it with the support of the blessed government.
His Excellency the President of the Board of Grievances began his speech by introducing the Board of Grievances, its origin, its independence, and the qualitative shift in the judiciary in the Board of Grievances, explaining that the Board of Grievances is the independent judicial body to adjudicate administrative justice in the Kingdom, as it went through multiple stages since its inception in 1374 AH, when it was a division of the Cabinet Office, Then it became an independent diwan under the name "Diwan of Grievances", until its first system was issued by Royal Decree No. 17/7/1402 AH, the first article of which stipulated that the Diwan of Grievances is an independent administrative judicial body directly linked to the King, then its current system and its executive working mechanism was issued by Royal Decree on 19/9/1428 AH, and then its current system was issued by Royal Decree on 19/9/1428 AH.
He added that the Law of Pleadings before the Board of Grievances was issued on 22/1/1435 AH, which included the transformation of the Board's branches into administrative courts, the transformation of the Board's auditing body into an administrative appeal court in Riyadh, the establishment of administrative appeal courts in the rest of the Kingdom, the establishment of the Supreme Administrative Court, the establishment of the Administrative Judicial Council and the definition of its functions, in addition to the transfer of the commercial and penal courts and their auditing bodies with judges and assistants from the Board to the general judiciary, which was signed on 14/6/1437 AH. On 6/14/1437 A.H., a document was signed with His Excellency the Minister of Justice and President of the Supreme Council of the Judiciary in charge to transfer the penal and commercial judiciary to the general judiciary. By the grace of God, all penal departments started their work in the general judiciary on 8/8/1437 A.H., and all commercial departments started their work in the general judiciary on 1/1/1439 A.H., completing a complete transition of the commercial judiciary.
Al-Yousef referred to the strategic plan of the Board of Grievances (2020), which emerged from the visions and directions of the Board of Grievances, which was approved by the Supreme Decree on 24/6/1438 AH, and the Royal Decree on 18/6/1438 AH approving the organizational structure and organizational guide of the Board of Grievances, its courts, and the Administrative Judiciary Council (AJC) The Supreme Administrative Court and the Courts of Appeal assumed the functions stipulated in the Grievances Court Law on 10/2/1439 H. At the same time, the Grievances Court obtained quality certificates for its judicial procedures and supporting administrative work procedures, the latest of which is the ISO 9001 certificate on 21/1/1440 H.
Al-Yousef explained that this development in which the Diwan of Grievances is moving with its judicial facilities and work methodology comes within the framework of the system of developing the judiciary in the Kingdom of Saudi Arabia, under the care and attention of the leadership of this blessed country, where the Diwan is currently witnessing an electronic transformation through the cooperative training system "Expert", the "Maeen" system, inquiring about transactions, searching judicial codes, filing cases electronically and other other services, as well as the electronic voting judicial council program and the attendance program, where about 60% of them were completed and next year to be completed by 100%, we will reach full automation with permission.
Al-Yousef explained that the courts of the Bureau consist of the Supreme Administrative Court, administrative appeal courts, and administrative courts, and the administrative judiciary has its own principles, because it is a sensitive judiciary, and whoever practices work in it must be very accurate, as it is considered one of the most accurate judiciaries and is subject to regulations and Islamic Sharia, where the Bureau aims to be a quality judgment, and the next plan is the quality of work, and to be quality according to Islamic Sharia, and drawing facts in a specific way, which can be studied in universities, and when the judge writes the facts, he tries to portray the case in a general way.
At the end of the lecture, Al-Yousef addressed a message to the students: "All that you take today from the university are the keys to science, so there must be an initiative from the student to learn and read, and you are taking this science to draw the image of the country for future generations, the country needs you and your giving, and what you water today you will produce in the future for your homelands, and many of us today would like to return to the study benches to increase knowledge, and you will see this in the future, and today you must have a strategic goal far and near, and what you want to be after 5 years and 10 years", Mr. Al-Yousef said.
He added: "You need patience and depth in some curricula to reach the educational result to which you aspire, and science does not end in age or position, which is a message I offer to you, my fellow students, and I hope you take it seriously, stressing that the doors of the Bureau are open to students, and whoever wants to see any references from the Bureau, all of them are on the website, and God willing, they will reach you to the college.
