– In 1429 AH, the Custodian of the Two Holy Mosques (Prime Minister and Chairman of the Council of Higher Education) approved the restructuring of the Teachers College in Al-Ras, pursuant to His Majesty’s telegram No. 10209/MB dated 12/30/1429 AH, which included approval of the minutes of the Council of Higher Education (at its 50th session on 7/10/1429 AH) based on the minutes of the sixth session of the Qassim University Council (for the academic year 28/1429 AH, held on 18/3/1429 AH). – The new structure defined the departments comprising the College of Science and Arts in Al-Ras as eleven academic departments, including the Department of Basic Education. – The aforementioned minutes of Al-Qassim University state the following: Approval was granted to upgrade the college to a university college that awards bachelor’s degrees in a number of theoretical and scientific disciplines, in addition to its primary mission of preparing students for elementary school. The minutes also clarify the nature of the Department of Basic Education and the degree it confers: • (Third:) This department confers a bachelor’s degree in the major. • (Fourth:) It notes that the Department of Basic Education is responsible for training elementary school teachers through an integrated preparation system (by incorporating teacher education courses into the curriculum). • It states (in the fifth point:) that this department offers a number of specialization tracks. – These provisions explicitly state that the Department of Basic Education is an academic department subject to the rules and regulations governing the operations of academic departments as set forth in the Higher Education and Universities Council Regulations, including that a department chair is appointed by decision of the university president based on the nomination of the college dean, and that it consists of faculty members who meet at least once a month—a practice the department has followed since its establishment at the university. – In 1445 AH, the Council of University Affairs issued Decision No. (24/19/45), which approved the comprehensive restructuring of the university and designated eight academic departments for the university’s College of Education, including the “Department of Basic Education.” – Furthermore, a letter from His Excellency the University President, No. (42080), dated 22/7/1445 AH, stipulated the adoption of the University Affairs Council’s decision regarding the college’s organizational structure, and in the event that there are corresponding programs and divisions at the university in accordance with the aforementioned academic departments, they shall fall under the jurisdiction of the college (Appendix (1)). – Accordingly, the programs and corresponding divisions of the department, as well as the faculty members who belonged to the Department of Basic Education in the branches prior to the restructuring, shall now fall under the College of Education, in accordance with the aforementioned letter (as there are still a number of male and female students enrolled in the former department’s program). – Based on the foregoing, University President’s Decision No. (56991), dated (20/10/1445 AH), was issued, appointing a chair for the Department of Basic Education at the college following the implementation of the new restructuring.
