The memorandum aims to exchange experiences and apply best practices in the fields of education and training, in addition to cooperation in developing the ministry's human capital, at the headquarters of the Armed Forces Officers Club in Riyadh.

The areas of cooperation included academic and training programs, scientific, research and technical consultations, electronic educational and training solutions, development of academic programs, human capacity development, scientific seminars and lectures, and scholarships.
