The university vice president emphasized in his speech following the workshop's opening that the university's senior management, represented by His Excellency the University President, aims through sponsoring this workshop to make the topic of spending efficiency a general culture across all faculties, departments, and units of the university. He pointed out that the state, with God's protection, represented by the Ministry of Finance, has designated 2023 as the year of financial balance, in its endeavor to make expenditures consistent with revenues, by setting a financial ceiling for the university's annual budget.

"Al-Saou`i" explained that the university is striving to comply with the ceiling set by the Ministry of Finance, pointing out that all colleges are working with the university administration to ensure that expenses are highly efficient and serve their intended purpose without affecting the research process or the community services provided by the university. He urged everyone to spread the culture of spending efficiency in their colleges, deanships, and various administrative units, emphasizing the university's ability, God willing, to manage its expenses within the allocated budget with the greatest possible efficiency and effectiveness.

On his part, the Dean of the College of Economics and Management, Dr. Ahmed Al-Tuwaijri, said that this workshop reflects the university's interest and strategic direction towards achieving expenditure efficiency, and spreading this culture and applying it in various departments and deanships. It also aligns with the university's strategic direction, as the university has a specific goal related to expenditure efficiency and has strategic initiatives and projects keen on applying expenditure efficiency in the university. It is also expected, God willing, that the university will advance in terms of expenditure efficiency over the next five years.

The workshop included speeches from His Excellency the Vice Presidents of the university, who addressed the applications of spending efficiency in their respective areas. They also spoke about the responsibility and importance of each individual in the university, emphasizing that everyone is required to be thrifty in their spending and to have operational efficiency, which will then lead to spending efficiency, God willing. They also indicated that each college and department is committed to raising awareness and education based on its specialization and role, expressing their support for the university's direction in this regard.

The workshop, which was attended by Dr. Fahd bin Abdulaziz Al-Muhaymid, Head of the Economics and Finance Department at the college, and Dr. Fahd Al-Nafie, Associate Professor of Accounting at the college, addressed the distinction between the "concept of rationalizing spending" and the "concept of raising spending efficiency." It also discussed the Spending Efficiency Authority, government projects (Expro), the National Debt Management Center, the Non-Oil Revenue Development Center, in addition to the authority's most prominent tasks, which include efficient spending in the optimal use of all human, financial, and operational resources.
