On Thursday, 13/8/1440 A.H., the University, represented by the Secretariat of the Scientific Council, held a forum for the Secretaries of Scientific Councils in Saudi Universities under the patronage of His Excellency Prof. Dr. Abdulrahman bin Hamad Al-Dawood, President of the University, at the headquarters of the University City in Al-Malida, where some of the experiences of the Scientific Council Secretariats were presented to discuss them in light of their work and tasks, with the aim of transferring academic and administrative experiences and standardizing scientific practices in universities in the Kingdom.
Prof. Dr. Ahmed Al-Turki, UQU Vice President for Postgraduate Studies and Scientific Research, during his reception of the university secretaries participating in the forum, stressed that the scientific councils are the origin of universities, because they perform a large number of sensitive tasks and roles of utmost importance, and the appointments of faculty members, their promotions, research and scientific excellence are linked to these councils, in addition to publication, pointing out that the more the work system is controlled in the scientific councils, the more this is reflected in the scientific and educational quality of the university.
The UQU Vice President for Scientific Research pointed out that the function of universities is based on three pillars, two of which are directed to the Scientific Council, namely education and scientific research, where research and scientific studies are launched from the Scientific Council, which accredits research, scientific journals and others, and hence these councils have multiple responsibilities on their shoulders, stressing that all university vice presidents give them special importance, and from this perspective came the idea of this forum to gather all secretaries of scientific councils to exchange experiences and benefit from each other.
He added that the forum is a valuable opportunity to transfer experiences from one entity to another, and to identify the issues that may stand in their way, in addition to the distinguished experiences to benefit secretariats, in addition to the obstacles and issues that need solutions, pointing out that the forum seeks to develop comprehensive solutions for them, reach recommendations and take them into consideration, as well as development proposals for councils. He stressed that the obstacles exist and we must recognize them, diagnose them and provide solutions to them, in all transparency and clarity. If we do not recognize the existence of these issues, they will remain and we will not be able to solve them, for example, the issue of paying the arbitrators' remuneration to the Scientific Council.
Al-Turki expressed his gratitude for the attendance of all the secretaries from different universities and their response to the invitation, extending thanks and appreciation to all attendees, praying to God for success for all, and that the forum will come out with recommendations and proposals that benefit the scientific councils, and that this meeting will be fruitful and distinguished, and that all universities will benefit from it.
For his part, the Secretary of the Scientific Council at the University, Dr. Abdullah bin Muhammad Al-Ghadoni, spoke about the forum, which comes out of the university's vision and mission that supports and supports the transfer and exchange of academic and administrative expertise and experiences and studies some developmental aspects of the secretariats of scientific councils in the Kingdom of Saudi Arabia, pointing out that the forum focuses on the most important obstacles and ways to address them, in order to improve the quality of the performance of the work of the secretariat of scientific councils in Saudi universities, as the forum is one of the initiatives and events of the University Vice Presidency for Postgraduate Studies and Scientific Research.
Al-Ghadouni explained that the forum includes seven themes through which some experiences of the secretariats of the scientific councils will be presented in light of their work and tasks, including the experience of Al-Qassim University, Umm Al-Qura University and Jeddah University, as well as an attempt to legalize the practice of laws and regulations between the scientific councils, in addition to presenting and studying the models used in the work of the scientific council secretariat, then reviewing the job description of the secretary of the scientific council and the mechanism for transferring fees to arbitrators between reality and hope, and finally discussing databases of arbitrators and approved publishing vessels and the executive rules of the articles of the regulations of faculty staff members and their equivalents.
The Secretary of the Scientific Council added that the secretariat has finished designing the procedural guide for the Scientific Council Secretariat and testing more than one electronic system in preparation for the electronic transformation of the work of the Scientific Council. He extended his thanks to the university administration, the Vice Presidency of Postgraduate Studies and Scientific Research and all departments and units participating in the forum, and thanked the success partners; the secretaries of the scientific councils in the Kingdom for their attendance and presentation of scientific papers.
