The university, represented by the Center for Leadership and Capacity Development, offered a training course from 5-9/5/1442 AH, under the title «Government Competitions and Procurement System.» The course targeted male and female university employees working in the Contracts and Procurement Department, the Finance Department, the Budget Department, the Legal Department, the Projects Department, and the Services and Maintenance Department.
This course aimed to define the controls for dealing with foreign institutions and companies, as well as the principles of equality, transparency, and publicity, the scope of application of the system, the conditions for tendering works and procurements, in addition to the submission to the Spending Efficiency Center if the value of works and procurements is twenty-five million or more, as well as methods for evaluating works and consulting services, and defining the intended meaning of the competent authority for unified strategic procurement.
The course, presented by trainer Dr. Salem bin Saleh Al-Mutawa, a legal consultant, researcher, and author on government competitions and procurements, also covered the Government Competitions and Procurements Law, starting from the bid submission stage, examination, and award, provisional guarantee, bid opening, formation of the bid opening committee, the bid opening time on the specified day and time, the bid opening committee's work procedures, prohibited actions for the committee, negotiation with bidders, single bids, provisions for single bids, announcement of competition results, down to defining acceptance and rejection, and cases of refunding and reducing the final guarantee.
