- In 1429 A.H., the Custodian of the Two Holy Mosques (Prime Minister and Chairman of the Council of Higher Education) approved the restructuring of the College of Teachers in Al-Ras, through the kind telegram No. 10209/MB dated 30/12/1429 A.H., approving the minutes of the Higher Education Council (at its fiftieth session on 10/7/1429 A.H.) based on the minutes of the sixth session of the Qassim University Council (academic year 28/1429 A.H., held on 18/3/1429 A.H.). - The new structure defined the departments included in the College of Sciences and Arts in Al-Ris as eleven scientific departments, including the Department of Basic Education. - The aforementioned minutes of the University of Qassim indicate that Approving the development of the college to become a university college that grants a bachelor's degree in a number of theoretical and scientific disciplines in addition to its primary mission of preparing the primary stage. It also clarifies the nature of the Department of Basic Education and the degree it awards: - (In III:) This department grants a bachelor's degree in specialization. - (IV) The Department of Basic Education prepares elementary school teachers through an integrated preparation system (integrating the educational preparation courses within the study plan). - (Fifth:) The department includes a number of specialized tracks. - These are explicit stipulations that basic education is a scientific department to which the articles and regulations governing the work of scientific departments contained in the Higher Education and Universities Council Regulations apply, including that a department head is appointed by a decision of the university president upon the nomination of the dean of the college, and that it consists of faculty members who meet at least once a month, which is what the department has been doing since its establishment at the university. - In 1445 A.H., the University Affairs Council issued Decision No. (24/19/45) approving the comprehensive structure of the university, which specified (8) scientific departments for the College of Education at the university, including the Department of Basic Education. - His Excellency the UQU President's letter No. 42080 dated 22/7/1445 A.H. also stipulated the adoption of the decision of the University Affairs Council in the structure of the college, and in case there are corresponding programs and divisions in the university according to the scientific departments referred to, their reference shall be to the college (Appendix (1)). - Accordingly, the reference of the department's programs, analogous divisions and faculty members who belonged to the Department of Basic Education in the branches before the restructuring will belong to the College of Education, according to the mentioned letter (as there are still a number of male and female students studying in the department's former program). - Based on the above, UQU President's Decision No. 56991 (20/10/1445 A.H.) was issued to appoint a head of the Basic Education Department in the college after the new structure was issued.
