On Wednesday, the university witnessed the launch of the programs of the conference "Privatization: The conference aims to discuss the future of the Saudi private sector and its aspirations, with the participation of experts, specialists and faculty members, within the framework of enhancing cooperation and exchange of experiences between all concerned parties. The conference also aims to review the philosophy of privatization, its strategy and associated mechanisms and its relationship with the Kingdom's Vision 2030, during which it will evaluate current practices and future directions for privatization, diagnose economic opportunities and analyze and study the requirements to be at a high stage similar to the government sector.

 

During his speech at the opening ceremony of the conference, HH the Emir emphasized that everyone knows that the economic challenge is one of the biggest challenges that many countries have suffered from, praising the efforts of the university in what it gives to the national vision and national transformation, pointing out that this conference is worthy of the National Transformation Vision 2030, where the state, with its wise leadership, put its hand on the beginning of the road and the beginning of the plan to take this country to the ranks of developed countries.

His Highness explained that privatization is an important part of this path and many developed countries have outsourced many services that do not affect the citizen's income to the private sector, and the general trend is to privatize and give the private sector a large role in providing services and creating alliances, stressing that many large companies and institutions have started alliances from small entities to large entities that perform their role, and if this institution or company can only provide, for example, 30% or 40%. HH The Amir saw that University  He extended his thanks and appreciation to His Excellency the President of the University because he is one of the most enthusiastic supporters of every scientific initiative that serves the country first and foremost, and then serves the university's directions. He also thanked the university's vice presidents, deans of its colleges, employees of the participating parties and attendees for their keenness to make this conference a success, stressing that such conferences light a candle for specialists to present what can be presented to the country's economy and progress in this field, and spread awareness and culture of the importance of privatization.

His Highness said: "We in the Emirate of Riyadh are working on holding a forum to discuss the possibility of privatizing the properties of government agencies, such as their locations and their commercial characteristics, and how we can find appropriate mechanisms, from governmental references, in the search for appropriate mechanisms to privatize such government sectors and their headquarters, in order to increase their income," His Highness concluded his speech, wishing that the conference would come out with recommendations and working papers that would benefit this blessed country.

 His Excellency Prof. Dr. Abdulrahman bin Hamad Al-Dawood, Director of University  The idea of holding this conference was initiated by His Highness the Emir of the region due to the importance of addressing this topic in light of the developmental changes that the country is going through. His Highness entrusted this task to the university due to its capabilities, expertise and academics capable of organizing this conference. The importance of this conference is determined in response to the current developments in the Kingdom in all its economic, social, technical and legislative dimensions, as the development of privatization policies and strategies is expected to result in easing the burden on the general financial budget of the state and reducing the effects of economic fluctuations due to changing oil prices in international markets and ensuring that

 Al-Dawood stressed that privatization is one of the important methods used by developed countries to support the free economy, growth and financial development, pointing out that the university represented by the College of Economics and Administration is holding this conference feeling the importance of the next stage and the goals set for it, hoping to reach recommendations that have a role in helping the specialists and concerned authorities in our dear country to improve the level of development and the economy in general.

 

Al-Dawood extended his sincere thanks to His Highness the Emir of the region for proposing the holding of such a conference, his great support, and the continuous efforts achieved, thanks to God and then the support of the government of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and His Royal Highness Crown Prince Mohammed bin Salman - may Allah protect them - thanking the organizing committee, faculty members, and guests.

 In turn, Mr. Ziad Al-Sayegh, Deputy Governor of the Technical and Vocational Training Corporation for Planning and Development, stated that privatization seeks to keep pace with the Kingdom's vision to involve the private sector, as the application of privatization in government agencies has become an important matter to reduce economic burdens in order to diversify sources of income and ensure the efficiency and competitiveness of national income, which we hope will improve the standard of living and increase job opportunities for our sons and daughters in the Kingdom.

 Al-Sayegh added that the conference is expected to shorten the time and effort through the meeting of many thought and opinion holders under the umbrella of Qassim University to discuss aspects of interest that include strategies, policies and requirements of economic transformation, in addition to benefiting from the most prominent local and international experiences, and the role of the Technical Training Corporation for optimal investment of human energies as an important tributary in feeding the labor market with qualified national cadres through its training units spread throughout the Kingdom, where the number of units reached more than 200 training units from technical colleges and industrial institutes in addition to the college.

For his part, Dr. Mohammed Al-Obayeb, Dean of the College of Economics and Administration, stressed that holding such a conference comes to activate the role of the university represented by the college to serve the community and the Saudi economy, and confirms the university's continuous endeavor to achieve its vision and mission of becoming a leading regional and globally distinguished university and serving all segments of society and sectors, adding that the university senses while organizing this scientific conference to achieve the Kingdom's vision 2030.

He added that this conference will discuss privatization and the readiness for economic and social transformation, the legislative and legal environment, the private sector, banking, the labor market, the education sector in the next phase, in addition to reviewing the readiness of the private sector, the pros and cons of offering privatization opportunities in the Kingdom within the framework of the vision to activate the private sector, the impact of privatization on the services provided to citizens and the expected repercussions on the labor market, and local, regional and international experiences in the field of privatization.

The conference will discuss four main themes: Privatization thought and strategies "Policies and mechanisms" to discuss its policies in the Kingdom of Saudi Arabia and strategies of transformation for the future stage, as well as privatization and the readiness of economic and social transformation, the legislative and legal environment, the private sector, banking and the labor market, in addition to the global education sector for the next stage and reviewing the readiness of the private sector, the pros and cons of offering privatization opportunities in the Kingdom within the framework of the Kingdom's vision to activate the private sector, the impact of privatization in services on citizens and the expected implications on the labor market, local and regional experiences, and the importance of privatization in the Kingdom.

 

It is noteworthy that the conference is attended by a group of government sectors targeted in the privatization process in the first phase according to the Kingdom's Vision 2030, and the National Center for Privatization participates in the seminars as a co-sponsor in organizing the conference and a number of other sectors including the Ministry of Education, Ministry of Labor and Social Development, Ministry of Transport, Capital Market Authority, Technical and Vocational Training Corporation, Civil Aviation Authority, Ministry of Housing, Ministry of Municipal and Rural Affairs, in addition to discussing scientific papers participating in the conference with participants from outside and inside the Kingdom, where four sessions for these scientific papers are presented.
