At the end of this course, the student is expected to be able to:
Providing students with the foundational knowledge of Saudi systems and their basis in Sharia policy.
Introducing the student to the close relationship between systems and jurisprudence.
Developing students' abilities in how to distinguish the jurisprudential rulings contained within regulations.
– Training the student on the methodology of studying the jurisprudential rulings included in the regulations. .
Knowledge and understanding:
1- To review the jurisprudential approaches for studying legal systems.
2- To explain the jurisprudential rulings in the systems.
Skills:
To portray the jurisprudential approaches to studying systems as they truly are.
2- To apply jurisprudential rulings to regulations.
3. To derive legal rulings from the regulations.
4. To link the study of systems to the objectives of Islamic law.
Values, autonomy and responsibility:
1- Demonstrate Islamic principles and values in jurisprudential disagreement and dialog with others.
2- Practicing and managing teamwork efficiently and effectively.
3- Utilize technical, mathematical and numerical skills in jurisprudential matters and scientific research.
Course Topics:
The course includes three sections, which are:
Part One: Introduction to the Concept of Systems, including the following:
1- Introduction to the systems and their legitimacy.
2- Legal Rule: Its Characteristics, Types, and Interpretation Methods.
Sources of Systems in the Kingdom of Saudi Arabia, their Sections, and their Application.
Section Two: The Relationship of Systems to Jurisprudence, including the following:-
1- Islamic Jurisprudence (Siyasah Shar'iyyah): Its Concept, Characteristics, Authority, and Sources.
2- Legal Ruling: Its Concept, Authority, and Divisions.
3. The Relationship Between Fiqh and Legal Systems: Explaining Their Similarities and Differences.
4- Study the following rules of Sharia policy:
The Sharia came to achieve benefits and prevent harms.
B - The rulers' control over the subjects is contingent upon the public interest.
The ruler's judgment settles disputes.
The Imam can restrict permissible things.
The rulings do not deny change with the change of time and place.
Section Three: Study of Jurisprudential Rulings Contained in the Regulations, which includes the following:
1- Clarifying the jurisprudential provisions contained in the regulations, and differentiating between them and administrative decisions and administrative procedures.
2- Types of Fiqh Rulings Contained in the Regulations.
3- Studying the jurisprudential rulings contained in the system according to the following methodology:
A. Method of induction and enumeration of the jurisprudential provisions contained in the system.
B. Defining the terms mentioned in the system, tracing them back to their jurisprudential sources (if any), comparing them to similar legal terms, and what has become established in contemporary usage of the term's concept.
T- Studying the jurisprudential ruling of each jurisprudential issue mentioned in the system. If the issue is explicitly stated in jurisprudence, the researcher shall clarify its legal basis from the original and secondary sources of jurisprudential rulings, and who among the jurists held that opinion, and present the scholars' opinions and their evidence on the issue for comparison, and mention the preponderant opinion. As for emergent issues, the researcher shall study them through the methodology of studying jurisprudential emergencies, by establishing principles, adapting them, and deriving rulings.
C. If the jurisprudential issue has been addressed in other systems with a different ruling, the researcher compares the different rulings on the issue and seeks to understand the reason for the difference between the systems on the same issue. They also consider the extent of the relationship between that difference and the nature of the system in which it is addressed, and whether each ruling can be implemented within its respective system without contradiction.
C. Taking care of the practical aspect of the jurisprudential provisions in the system, and whether the competent authorities adhered to the wording of the system or have other interpretations that contradict what is stated in it, and directing that.
h. The researcher expresses their opinion on the jurisprudential rulings stipulated in the system, along with their suggestions and recommendations to the competent authority regarding them.
The researcher compares the provisions of the law with its executive or interpretive regulations, if any, and expresses an opinion on the extent to which these regulations are consistent with the provisions of the law.

Sources of Systems in the Kingdom of Saudi Arabia, their Sections, and their Application.
Section Two: The Relationship of Systems to Jurisprudence, including the following:-
5- Islamic Jurisprudence (Sharia Politics): Its Concept, Characteristics, Authority, and Sources.
6- Islamic Ruling: Its Concept, Authority, and Divisions.
7- The Relationship Between Jurisprudence and Systems: Explaining what they share and what distinguishes them.
8- Study the following rules of Sharia policy:

h. The governors' administration of the subjects is contingent upon the public interest.
The ruler's judgment settles disputes.
D. It is for the Imam to restrict what is permissible.
The rulings do not deny change with the change of time and place.
