Goal 16 is about promoting peaceful societies in which no one is marginalized, providing access to justice for all, and building effective, accountable and inclusive institutions at all levels. People everywhere should be free from fear of all forms of violence and feel safe throughout their lives, whatever their race, creed or sexual orientation.

However, ongoing and new violent conflicts around the world are hampering the global trajectory towards peace and the realization of Goal 16. 2022 saw an alarming increase in conflict-related civilian deaths of more than 50%, the first since the adoption of the 2030 Agenda, largely due to the war in Ukraine.

High levels of armed violence and insecurity have a devastating impact on a country's development, while sexual violence, crime, exploitation and torture are prevalent in places where there is conflict or no rule of law, and countries must take measures to protect those most at risk.

Governments, civil society and local communities must work together to find lasting solutions to conflict and insecurity. Strengthening the rule of law and promoting human rights is a key component of this process, as is curbing the flow of illicit arms, fighting corruption, and ensuring inclusive participation at all times.
