The University, represented by the Leadership and Capacity Development Center, offered a training course during the period 5-9/5/1442 AH under the title "Government Tenders and Procurement System", targeting male and female university employees working in the Contracts and Procurement Department, Financial Administration, Budget Administration, Legal Administration, Project Management, Services and Maintenance Department.
This course aimed to introduce the controls of dealing with foreign institutions and companies, as well as the principle of equality, transparency and openness, the scope of application of the system, the conditions for submitting works and purchases, in addition to submitting to the Spending Efficiency Center if the value of works and purchases is twenty-five million or more, as well as methods of evaluating works and consultancy services, and defining what is meant by the competent authority for strategic unified procurement.
The course, presented by trainer Dr. Salem bin Saleh Al Mutawa, a legal consultant, researcher and author in government tenders and procurement, also covered the government tenders and procurement system from the stage of submitting bids, examination and award, the initial guarantee, opening bids, the formation of the bid opening committee, the date of opening bids at the specified hour and day, the work procedures of the bid opening committee, prohibited acts, negotiations with bidders, single offer, single offer provisions, announcement of competition results, to determining the acceptance and rejection of the final guarantee and the cases of refund and reduction thereof.
