The conference "The Kingdom's Efforts in Consolidating the Values of Moderation and Civilized Coexistence: The conference, which was organized by the University, represented by the College of Sharia and Islamic Studies, under the patronage of His Highness the Emir of Qassim, Prince Dr. Faisal bin Meshal, on 24-25/6/1441 AH, discussed a number of important themes in the field of monitoring Saudi efforts related to consolidating the values of moderation and civilized coexistence at all levels, and explaining the impact of Saudi legal discourse in spreading the concepts of civilized coexistence, at the University City, in the presence of a number of speakers and scholars from several Islamic countries.
The first scientific session, chaired by Dr. Khalid Abu Al-Khail, Dean of the College of Shari`ah and Islamic Studies, dealt with "The Legal Basis of the Values of Human Communication and Addressing its Problems." Dr. Mohammed bin Sarar Al-Yami, Assistant Professor at the College of Shari`ah and Fundamentals of Religion at Najran University, presented a research paper entitled "The Legal Basis of the Values of Human Communication in the Light of the Document of the Prophetic City and the Document of Mecca," during which he stressed that Islam has built social relations between humans in a civilized and moral manner, based on human commonality and peaceful coexistence between people, solidarity, dialogue and understanding between all parts of the spectrum of human beings, and that this is the basis for the development of the values of human communication.
Al-Yami added that this document included all the foundations and lofty principles that regulate the relationship between all sects and groups of society with all its components, pointing out that this document included many high values and lofty principles, and to emphasize these great contents contained in the Medina Document, the leading scholars of the Islamic world, led by its Grand Mufti, revived the articles and clauses of this document in a contemporary form that is compatible with the vocabulary of the current era, and was called the "Mecca Document", and this new document represented an Islamic guidance that draws its light from the features of the timeless Medina Document, which seeks to achieve security, justice, and
After that, Dr. Majid bin Abdullah Al-Askar, Assistant Professor at the Department of Fundamentals of Jurisprudence, College of Sharia and Islamic Studies, Qassim University, presented his paper entitled "Coexistence with Permissible Disagreement: Dr. Majid bin Abdullah Al-Askar, Assistant Professor in the Department of Fundamentals of Jurisprudence at the College of Shari'a and Islamic Studies at Al-Qassim University, presented his paper entitled "Coexistence with the permissible disagreement: etiquette and examples", during which he explained the permissible disagreement and its controls, its examples, the necessity of coexistence with it, and that it is a legitimate requirement.The texts of the scholars in warning against leaving the prayer behind the disputant in matters of ijtihad, and what is desirable to do or leave when there is disagreement, in order to agree and harmonize the Muslims, then concluded the research with examples of some of the sayings of some of the Salaf and their shining positions in dealing with disagreement and with their disputants.
Then, Dr. Abdul Sattir Muhammad Wali, a faculty member at the College of Shari'ah and Law at Al-Jouf University, spoke with his paper entitled "The Values of Human Communication: A Maqasidic Origins Study." He explained that it is the will of God that human beings live in a human society in which functions and roles are integrated and in which interests and benefits are exchanged, hence the quest for human communication and civilized coexistence is a general goal sought by religions and nations, and institutions and countries race to achieve it; the Prophet says: "The believer to the believer is like a building block that strengthens each other." For this human communication to be constructive and fruitful, it must be based on ethical values and civilizational principles.
Wali explained that this study sought to achieve the following objectives: Defining the values of human communication in Sharia, its origins, controls, and characteristics; highlighting the importance of the values of human communication in achieving coexistence, cooperation, security, and stability; and highlighting the strength of the relationship between the values of human communication and the objectives of Sharia in terms of influence, impact, correlation, and coordination.
Dr. Abdullah Muhammad al-Hasban, a faculty member at the university, also participated in a research entitled "Coexistence with the Other in Civil Society: Concept, Controls, and Impact." He explained that the civil state founded by the Prophet, may Allah bless him and grant him peace, was based on the rules of Islamic law, and established rules in dealing with the affairs of the Islamic community and the relations of its members among themselves, whether relations between Muslims themselves, or relations between them and others who follow another religion in order to cooperate, solidarity and solidarity between citizens living in one state or in one homeland, and the prophetic civil society represents a model structure for Islamic coexistence, especially with other religions and religions.
At the conclusion of the first session, Dr. Muhammad Khalil Al-Hajj, a faculty member at the university, spoke about his research entitled Obstacles to Civilizational Coexistence: The Wrong Understanding of Allegiance and Al-Baraa as a Model, a descriptive and analytical study in the light of the Islamic Dawa approach, to identify the most important obstacles to civilizational human coexistence, namely; the wrong understanding of allegiance and alienation in Islam from the two aspects; the excessive and excessive understanding of it and its most prominent manifestations and its effects on the coexistence of nations and people, especially since this issue has recently resulted in bad effects that affect societies in general and Muslims, as well as non-Muslims, and the Islamic Dawa process in particular, as a result of it.
On the second day of the conference, the first session of the day was held under the title of Saudi Sharia discourse and its impact on consolidating and spreading the concepts of coexistence, chaired by Prof. Dr. Ahmed Al-Turki, UQU Vice President for Postgraduate Studies and Scientific Research, in which Dr. Nabil Ahmed Balhi, Associate Professor at the Prince Abdelkader University of Islamic Sciences in Algeria, participated with his research entitled "The efforts of Sheikh Abdulaziz Ibn Baz in consolidating the legal concepts of civilizational coexistence." He aimed to show the efforts of Sheikh Ibn Baz, may Allah have mercy on his soul, in consolidating the values of coexistence in dealing with non-Muslims and extract live examples from his books, speeches and positions that deal with this.
Then, Dr. Ajlan bin Mohammed bin Abdullah Al-Ajlan, Assistant Professor in the Department of Da'wa and Islamic Culture at Qassim University, spoke on "Saudi Sharia discourse and its role in achieving the principle of civilizational coexistence through the pulpit of the Two Holy Mosques." The world we live in today with its new civilization requires us to activate the principle of dialogue as the main basis for relations with others, in order to reach a common human vision that is able to convey the magnanimity of the Islamic religion, and communicate the greatness of the Islamic civilization that was founded on principles of truth, justice, and equality, and therefore we realize that Islam has the solutions to human crises today, and the Islamic nation with its experience in preserving
King Abdulaziz bin Abdulrahman - may God have mercy on him - was keen to achieve harmony and coexistence with the other, in order to establish an approach characterized by comprehensiveness and absorption of the needs of his era, according to a rational Islamic approach, which ends in comprehensive unity. The Kingdom always seeks to serve this religion and seek to spread it and spread the culture of tolerance called for by Islam, and from here we find that the Kingdom has a pioneering role in establishing the concept of dialogue and coexistence on the global level, which aims to contribute to formulating the correct Islamic discourse based on moderation and moderation.
Dr. Ahmed bin Abdulaziz bin Muqrin Al-Qasir, Associate Professor at the University, also participated in a paper on King Abdulaziz's efforts to promote the values of moderation and coexistence in Saudi society, during which he stressed that His Majesty King Abdulaziz bin Abdulrahman bin Faisal Al Saud, may God have mercy on him - the founder of the Kingdom of Saudi Arabia - is considered one of the outstanding political figures in modern times, due to the wisdom, cunning and genius that God blessed him with, through which he was able - after God's blessing - to unite this great entity under one banner and one state. A large number of intellectuals and those interested in history and politics were impressed by his personality, so they worked to write down his biography and works, and then various scientific studies were presented, dealing with many things from his life and achievements, and many of these sources mentioned various aspects of his conditions and days, including: His efforts in promoting the values of moderation and civilized coexistence, but these efforts have not been addressed by anyone in an independent study; nor have they appeared in a single book.
For his part, Mr. Zakaria Ayoub Doula, a researcher at the Muslim World League, presented his paper on "Civilizational Coexistence from the Perspective of Islamic Sharia," in which he showed that this Sharia has regulated all relations with tight controls, compatible with human instinct and reason, and following a just approach in coexistence, peace, cooperation, goodness and reform, and one of the important matters to which the wise Sharia - with the guidance of the dear download and the lights of the Sunnah - paid great attention: Islam does not hate people until they are Muslims, nor does it prohibit coexistence, rapprochement and exchange of benefits and interests with its opponents, and it is not a requirement of faith to break with people and refuse to live and share common interests with them.
Dr. Nawal bint Hassan Al-Ghannam, Associate Professor at the Department of Sunnah and its Sciences at the College of Shari'ah and Islamic Studies at Al-Qassim University, participated in a research on the legacy and biography of Sheikh Saleh Al-Hussein, in which she addressed the issue of coexistence through a Saudi figure, an international figure who has his weight and weight in knowledge, status, and vision. I try to trace his vision on the issue of coexistence, an issue for which he did not hold a special chapter with this title, or present a paper, or give a lecture, but rather they are scattered visions and analyses in his various works, and I saw that it is the most appropriate work to try to collect the dispersion of these ideas, and not just stop at transmitting them, but try - and I try - to show the weight of the weight of these ideas.I have tried to show the weight of these insights, whether through Al-Hussein's personality or through his texts.
The second session of the second day, chaired by Prof. Khalid Bani Al-Harbi, Chairman of the Conference Organizing Committee and UQU Vice President for Planning, Development and Quality, discussed the role of Saudi institutions in bridging the relationship with the other. Dr. Fahad Al-Ghafili, Director of the Strategic Communication Department at the General Directorate for Combating Extremism, spoke about the role of the security institution in bridging the relationship with the other and presented a comprehensive definition of the department through combating extremism in all its forms and images.
The Intellectual Warfare Center at the Ministry of Defense participated in talking about the efforts of the "Intellectual Warfare Center" in consolidating the values of moderation and coexistence through a descriptive and analytical study, presented by Brigadier General Dr. Khalid bin Abdullah Al-Brithen, in which he presented the efforts of the center, which is affiliated with the Ministry of Defense, in consolidating the values of moderation and civilized coexistence, and talked about the Kingdom's efforts in combating extremism and terrorism, and reviewed a complete perception of the launch of the center and its expansion, its purpose, the importance of in-depth reading for details, an insightful insight into addressing the most prominent intellectual controversies, including addressing the tampering by extremist thought with religious texts, and so on.
After that, Prof. Dr. Ahmed bin Sulaiman Al-Khudair, Director of the Sharia and Linguistic Sciences Research Center at Qassim University, shared about the Misk Foundation and its role in consolidating the values of moderation and civilized coexistence, during which he stressed that Saudi Arabia has a great and distinguished role in charitable work since its establishment by the founding King Abdulaziz bin Abdulrahman Al Saud, may God bless him, to our auspicious era under the leadership of King Salman bin Abdulaziz Al Saud, where it gives this sector great importance; sensing the value of this sector and its effective role in promoting the Arab and Islamic identity and the resulting impact on the cultural and cultural level.
Then Dr. Hatem Mohammed Mansour Mazroua, Assistant Professor of Tafsir and Quranic Sciences, Faculty of Arts, King Faisal University, spoke about his paper entitled "Publications of the Intellectual Security Department at the Grand Mosque and its role in consolidating the values of moderation and coexistence." The idea of this research is to show the role of the publications of the Intellectual Security Department at the Grand Mosque in consolidating the values of moderation and civilized coexistence. The researcher followed the descriptive method and the analytical method that was available to him: The first section dealt with a general overview of the publications of the Department of Intellectual Security at the Grand Mosque, while the second section dealt with the most prominent of these publications and their role in consolidating the values of moderation and coexistence.
Dr. Waleed bin Abdullah Al-Othman, a faculty member at Imam Muhammad bin Saud Islamic University, participated in a paper entitled The Role of Saudi Universities in Bridging the Relationship with the Other (Imam Muhammad bin Saud Islamic University as a Model), which aimed to highlight the reality of what Imam Muhammad bin Saud Islamic University is doing in the field of bridging the relationship with the other, evaluate this role and seek to correct any shortcomings in it. By analyzing the study plans of the faculties of Imam Muhammad bin Saud Islamic University qualitatively, studying the university's contributions in this field from research centers and chairs, and highlighting the activities of the university staff that serve the field of civilizational communication, the study seeks to address a number of axes, including: The legitimacy of civilizational dialogue, a historical overview of Saudi Arabia's efforts in the field of civilizational communication, and the role of Imam University in bridging the relationship with the other through study plans.
Prof. Dr. Ahmed Al-Saeed Al-Zagard and Dr. Mohammed Abdul-Sattar Abdul-Wahab, from the Department of Regulations, College of Shari'ah and Islamic Studies, Qassim University, participated in the research entitled "Social Aspects and Civilized Coexistence in the Saudi Labor System." The research aimed to analyze the social aspects of the Saudi Labor System that provide protection to workers in general, and those that relate to special groups that need treatment commensurate with their privacy, highlighting the extent of their impact on the Kingdom of Saudi Arabia's efforts to consolidate the values of moderation and civilized coexistence.
At the conclusion of the second session, Dr. Mahmoud Abdulrahman Al-Alwan, Assistant Professor at the Department of Da'wah and Islamic Culture, College of Sharia and Islamic Studies, Qassim University, presented a research paper entitled The Role of Saudi Arabia's Media Regulations in Establishing the Values of Coexistence. The paper showed that although the media regulations do not stipulate the term coexistence, its concept is present in their texts, as they have established the values of coexistence and made them one of the arbiters of media work, regardless of its medium, and followed two paths in preserving them: Preservation from the side of existence and preservation from the side of non-existence. The research also showed the general features of the values of coexistence.
The third and final session of the conference discussed the Kingdom's diplomatic efforts in deepening the meanings of mutual communication. The session was chaired by Prof. Dr. Khalid bin Saad Al-Matrafi, Professor of Qur'anic Studies at Qassim University, with the participation of Mr. Khalid bin Saleh Al-Tuwaiyan, lawyer and legal advisor, and addressed the Kingdom's role in consolidating the values of global coexistence, reading the Kingdom's institutional role in the establishment of the United Nations Organization.
After that, Mr. Imad bin Mohammed bin Abdulrahman Al-Mudaifar spoke about his paper entitled Saudi Diplomacy's Efforts to Deepen the Meanings of Joint Communication A Reading of the Contributions and Challenges, {O People, we created you from a male and a female and made you peoples and tribes to know each other, the most honorable of you in the sight of God is your piety, God is knowledgeable and expert}. and equality, and urges acquaintance between different spectra and sects, races, genders, ideas, cultures and religions, with this acquaintance, in which dialogue, understanding and mutual communication come within its requirements, the main portal of the Saudi Ministry of Foreign Affairs is decorated, and the Ministry takes it as a slogan and a guiding light, and this noble verse represents a title for the ancient and authentic Saudi Arabian-Islamic diplomacy.
He explained that the foreign policy of the Kingdom of Saudi Arabia is based, as is well known, on the principles of the tolerant moderate Islamic faith, which is open to all, close to all, and calls for cooperation for the good of all humanity. The Kingdom of Saudi Arabia is proud to be one of the founding members of the United Nations Organization in 1945, based on its deep belief that world peace is one of the goals of its foreign policy, and it constantly calls for more transparent bases for justice in dealing and mutual communication between countries in the political, economic, social, cultural and other fields.
Dr. Ibrahim bin Atiyatullah bin Hilal Al-Salami, Associate Professor of History at Umm Al-Qura University, then presented his paper entitled "Saudi-Spanish Diplomatic Communication and its Impact on Global Civilizational Coexistence," during which he stressed that the moderate role played by the Kingdom of Saudi Arabia towards world issues in order to spread civilizational coexistence at all levels is no secret to any rightful person, and has even gone beyond that to push a number of countries of the world to participate moderately towards world issues in an approach that seeks to serve mankind, including the Kingdom of Spain.
He explained that this diplomatic communication towards international issues has emerged since the era of King Abdulaziz bin Abdulrahman Al Saud - may God have mercy on him - to the era of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud - may God protect him - and this is evident towards the Palestinian issue, the issue of terrorism, the dialogue of civilizations, and other international issues, confirming the denial of the customary foreign diplomacy that a moderate approach cannot exist on the international scene that would ensure the coexistence of all humanity, and that delving into this will not exceed theoretical assumptions, especially between entities with religious, ethnic or political disparities.
After that, Dr. Abdul Razzaq Muhammad Al-Saghir, a faculty member at Unaiza Community Colleges and a visiting professor at the University of Florida, spoke about the role of Saudi cultural missions abroad in spreading the values of moderation and manifestations of civilized coexistence in the United States of America as a model, during which he emphasized that the Saudi cultural missions abroad are concerned with supervising Saudi scholars outside the Kingdom, and play an important role in spreading the values of moderation and civilized coexistence; therefore, the study aims to document the role of these missions in spreading the values of moderation and coexistence to show the efforts of the Kingdom in consolidating the values of moderation and civilized coexistence, so the study results indicated.
At the end of the session, Dr. Ahmed Abdul Qayyum Abd Rab al-Nabi, researcher at the Muslim World League, spoke about his paper entitled "The Muslim World League and the Message of Civilizational Dialogue", stressing that the intellectual arenas are a vast field in which visions and theories are put forward that work to liberate issues and perceptions and provide solutions to issues, sometimes right, thus providing great services to humanity on the scientific and practical civilizational level, and sometimes wrong, resulting in a list of disasters and tragedies from which humanity suffers woes for successive generations, including: The thesis that floated on the intellectual and scientific arenas at the end of the previous millennium: The Clash of Civilizations thesis, which was adopted and published by Samuel Huntington, and was the subject of study, research and analysis by academics, intellectuals, thinkers and international research centers.
Some Muslims faced the idea of conflict with conflict itself in practice and theory, making the entire West, with its various countries, peoples, cultures and civilizations, into enemies without considerations, exceptions or exceptions, and accepted the theory of clashing with and annihilating the other and categorizing and excluding the violator. Thus, wars and strife erupted that were devoid of human meanings in the moral aspect, logic, wisdom and good management in the mental aspect, and jurisprudence and depth of understanding when applying judgments to reality. They did not take lessons from the events of history, so they paid the price for these mistakes and risks, even if they prolonged the rounds of false and accidental victories.
