Overview
The Scientific Council is an institutional authority which discharges the powers and duties prescribed in the Law of the Council of Higher Education and Universities. It helps the university to achieve its vision, mission, and strategic objectives by enabling colleges, deanships, and other organizational units to discharge their responsibilities in conformity with the established governance standards and performance indicators. It is charged with overseeing a number of academic and administrative issues as provided for in Articles 28-31 of the Law of the Council of Higher Education and Universities. The decisions of the Scientific Council are made by an absolute majority of the members present. Where voting is equal, the chairperson’s vote counts. Such decisions are binding unless the university president returns them to the council within 15 days and rejects them. If an objection is made, the decision is referred back to the council with the president’s reasons for reconsideration. Where the council reaffirms its decision, the matter is referred to the University Council for discussion at the next ordinary or special meeting. The University Council is then empowered to substantively approve, amend or reject the decision and the decision of the University Council is binding. The core functions of the Scientific Council revolve around reviewing and processing matters within its jurisdiction, as prescribed by the Saudi Universities Bylaws. These matters originate from colleges, deanships, and other university units and may be referred to the council’s standing committees for in-depth study and recommendations before being presented for final deliberation. The key areas of responsibility include: a) Recommending the appointment of faculty members at the University. b) Deliberating on academic promotions for the University’s faculty members in accordance with the regulations approved by the Higher Education Council. c) Encouraging scientific research, authorship, translation, and publication, which entails: • Establishing policies to promote scientific research. • Proposing the establishment of research centers and coordinating their activities within a unified strategic framework. • Facilitating collaboration with research institutions outside the university. • Determining incentives and awards for distinguished scholarly contributions, overseeing their evaluation, and approving their disbursement. • Overseeing the publication of research papers, academic works, and dissertations deemed suitable for dissemination. • Recommending the launch of academic journals, scientific associations, and museums, and coordinating their activities. • Reviewing textbooks and university theses submitted for academic approval. d) Assessing academic qualifications presented by Saudi faculty members. e) Examining matters referred to it by the University Council.
