
Overview
The Scientific Council is an institutional entity that exercises the powers and competencies stipulated in the Higher Education and Universities Council System, in a way that contributes to achieving the university's vision, mission, and goals, and enables colleges, deanships, and various organizational units to exercise their tasks in accordance with the governing standards and indicators. The Scientific Council deals with a number of issues and tasks mentioned in the Higher Education and Universities Council Law (Article 28-31). The decisions of the Scientific Council are issued by an absolute majority of the votes of those present, and if the votes are equal, the side with which the chairman of the meeting voted shall prevail, and its decisions shall be considered effective, unless an objection is received from the university president within fifteen days from the date it reaches him, and if he objects to them, he returns them to the Scientific Council with his viewpoint to study them again, and if the Council maintains its opinion, the objectionable decisions shall be referred to the university council, and considered at the first ordinary or extraordinary session, and the university council may ratify, amend or cancel the decisions, and its decision in this regard shall be final. The nature of the Scientific Council's work is summarized in receiving the topics that are legally assigned to it, according to the regulations of Saudi universities from colleges, deanships and units within the university, some of which are referred to the permanent committees of the Council, to study and recommend them, and then submitted to the Scientific Council, to take the appropriate decision or recommendation regarding them, and the most important of these topics are: A- Recommending the appointment of faculty members at the university. B- Deciding on the scientific promotions of the university's faculty members, according to the rules approved by the Higher Education Council. c. Encouraging scientific research, authorship, translation and publication, and for this purpose -Developing rules to encourage the preparation of scientific research. -Proposing the establishment of scientific research centers. Coordinating between scientific research centers and developing a general plan for them. -Organizing the relationship with research centers outside the university. -Determining encouraging and appreciative rewards for scientific works, arbitrating them and ordering their disbursement. -Publish the scientific research, works, and theses that he deems necessary. -Recommending the publication of scientific journals. -Recommending the establishment of scientific societies and museums and coordinating between them. -Approval of textbooks and university theses that need to be reviewed.
