The conference aims to discuss the future of the Saudi private sector and its aspirations, with the participation of experts, specialists, and faculty members, in order to enhance cooperation and exchange of expertise among all relevant parties.&nbsp;<\/span><span style=\"font-size:large\">The conference also aims to review the philosophy of privatization, its strategy, associated mechanisms, and its relationship with the Kingdom's Vision 2030. During the conference, current practices and future privatization directives will be evaluated, economic opportunities diagnosed, and requirements analyzed and studied to reach a high level comparable to the government sector.<\/span><\/p><p>&nbsp;<\/p><p><span style=\"font-size:large\">His Highness the Emir of the region affirmed during his speech at the opening ceremony of the conference that everyone knows that the economic challenge is one of the greatest challenges that many countries have suffered from. He praised the university's efforts in its contributions to the nation's vision and national transformation, pointing out that this conference is worthy of the National Transformation Vision 2030, as the state, under its wise leadership, has set its sights on the beginning of the path and the start of the plan to lead this country to the ranks of developed countries.<\/span><\/p><p><span style=\"font-size:large\">His Highness explained that privatization is an important part of this path, and that many developed countries have outsourced numerous services that do not affect citizens\u2019 incomes to the private sector. The general trend is toward privatization and giving the private sector a major role in service delivery, as well as forming alliances\u2014and this is important. He emphasized that many large companies and institutions have begun forming alliances, ranging from small entities to large ones, each playing its part. and if this institution or company can only provide, for example, 30% or 40%, then when it forms an alliance with another company, it can provide up to 100%, explaining that this is the trend across the entire world, as privatization has its own science, fundamentals, and experts who conduct research based on scientific and practical data.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;<\/span><\/p><p><span style=\"font-size:large\">And His Highness the Prince of the region saw that&nbsp;<\/span><span style=\"font-size:large\">University&nbsp;<\/span><span style=\"font-size:large\">&nbsp;With its men, its management, and all its components, when it holds this conference, it will result in recommendations and working papers that benefit the nation, otherwise this idea would not have been proposed. He offered thanks and appreciation to His Excellency the President of the University, as he is one of the most enthusiastic about any scientific initiative that serves the nation above all else, then serves the university's orientations. He also thanked the Vice Presidents of the University, the Deans of its colleges, the staff of the participating entities, and the attendees for their keenness to make such a conference a success, emphasizing that such conferences light a candle for specialists to offer what they can offer to the nation's economy and progress in this field, and to spread awareness and culture of the importance of privatization.<\/span><\/p><p><span style=\"font-size:large\">His Highness stated: \"In the Emirate of the region, we are working to hold a forum to discuss the possibility of dedicating government entities' properties, such as their locations and commercial characteristics, and how we can find appropriate mechanisms from government bodies to seek suitable privatization mechanisms for these government sectors and their headquarters, so as to increase their income.\" His Highness concluded his speech by wishing that the conference would produce recommendations and working papers that would benefit this generous country.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;And for his part, His Excellency Professor Dr. Abdulrahman bin Hamad Al-Dawood, Director&nbsp;<\/span><span style=\"font-size:large\">University&nbsp;<\/span><span style=\"font-size:large\">&nbsp;The idea for this conference was initiated by His Highness the Prince of the region, given the importance of addressing this topic in light of the developmental changes the country is undergoing. His Highness entrusted this task to the university due to its capabilities, expertise, and academics qualified to organize this conference. The importance of this conference is determined in response to the current developments the Kingdom is experiencing in all its economic, social, technical, and legislative dimensions. Developing privatization policies and strategies is expected to alleviate the burden on the state's general financial budget and reduce the impact of economic fluctuations caused by changes in oil prices in global markets, thereby ensuring comprehensive development.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;Al-Dawood affirmed that privatization is one of the important methods used by developed countries to support the free economy, growth, and financial development. He pointed out that the university, represented by the College of Economics and Administration, is holding this conference with an awareness of the importance of the next phase and the goals set for it. He expressed his hope that recommendations will be reached that will play a role in assisting specialists and concerned authorities in our beloved homeland to advance the level of development and the economy in general.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;<\/span><\/p><p><span style=\"font-size:large\">Al-Dawood expressed his sincere gratitude to His Highness the Prince of the region for suggesting the establishment of such a conference, and for his great support and the continuous efforts being made, thanks to God and then to the support of the government of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and His Royal Highness the Crown Prince, Prince Mohammed bin Salman \u2013 may God protect them \u2013 thanking the organizing committee, the faculty members, and the guests.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;The Deputy Governor of the Technical and Vocational Training Corporation for Planning and Development, Mr. Ziad Al-Sayegh, stated that privatization aims to align with the Kingdom's vision of engaging the private sector. Privatization in government entities has become important for alleviating economic burdens, contributing to the diversification of income sources, and ensuring the efficiency and competitiveness of national income. We aspire for this to improve the standard of living and increase job opportunities for our sons and daughters in the Kingdom.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;Al-Sayed added that the conference is expected to save time and effort by bringing together many thinkers and opinion leaders under the umbrella of Qassim University to discuss areas of interest, including strategies, policies, and economic transformation requirements, as well as benefiting from the most prominent local and international experiences. The Technical and Vocational Training Corporation plays a role in optimizing human resources, as it is an important source for feeding the labor market with qualified national cadres through its training units spread across all regions of the Kingdom. The number of training units exceeds 200, including technical colleges, industrial institutes, international colleges, and strategic partnerships. The Corporation trains 160,000 trainees across the Kingdom. In 2017, the number of graduates exceeded 32,000, in addition to supervising 1,000 private training institutions.<\/span><\/p><p><span style=\"font-size:large\">For his part, Dr. Mohammed Al-Adheeb, Dean of the College of Economics and Management, emphasized that holding such a conference comes as an activation of the university's role, represented by the college, in serving Saudi society and economy. He also stressed the university's continuous endeavor to achieve its vision and mission, which is to become a leading regional university, distinguished globally, and serving all segments of society and sectors, adding that the university, while organizing this scientific conference, senses the achievement of the Kingdom's Vision 2030. .<\/span><\/p><p><span style=\"font-size:large\">He added that the conference, through its sessions and themes, will discuss privatization, economic and social transformation readiness, the legislative and legal environment, the private and banking sectors, the labor market, and the education sector in the coming stage, in addition to reviewing the private sector's readiness, the pros and cons of offering privatization opportunities in the Kingdom within the framework of the Vision to activate the private sector, the impact of privatization on services provided to citizens, the expected repercussions on the labor market, and local, regional, and international experiences in privatization.<\/span><\/p><p><span style=\"font-size:large\">The conference discusses four main axes: privatization ideas and strategies (\"policies and mechanisms\") to discuss its policies in the Kingdom of Saudi Arabia and future stage transformation strategies. Also, privatization and readiness for economic and social transformation, the legislative and legal environment, the private and banking sector, and the labor market, in addition to the global education sector for the next stage and reviewing the readiness of the private sector, the pros and cons of offering privatization opportunities in the Kingdom within the framework of the Kingdom's vision to activate the private sector, and the impact of privatization on services for citizens and expected repercussions on the labor market, and local, regional, and international experiences in privatization and their suitability for the Kingdom.<\/span><\/p><p><span style=\"font-size:large\">&nbsp;<\/span><\/p><p><span style=\"font-size:large\">It is mentioned that the conference is attended by a group of government sectors targeted for privatization in the first phase, according to the Kingdom's Vision 2030. The National Center for Privatization is also participating as a co-sponsor in organizing the conference, along with several other sectors, including the Ministry of Education, the Ministry of Labor and Social Development, the Ministry of Transport, the Capital Market Authority, the Technical and Vocational Training Corporation, the General Authority of Civil Aviation, the Ministry of Housing, and the Ministry of Municipal and Rural Affairs. Additionally, the conference will discuss scientific papers from both inside and outside the Kingdom. It will include four sessions for these scientific papers, presenting a range of privatization experiences within and outside the Kingdom, including experiences from Turkey, Malaysia, Algeria, and Sudan.
